The Uttarakhand Public Service Commission clarified its position regarding the recruitment examinations to be conducted in the state. The commission said that we are always trying to solve the questions and doubts of the candidates through various forums and representations received from the candidates regarding various examinations. The commission clarified its position in detail regarding the doubts.
Disposal of queries related to waiting list
On behalf of the Commission, for all such examinations, in which there is a provision for preparation of waiting list/25 percent additional selection results as per the service rules, accordingly the waiting list is sent to the government as per the rules. Like Spokesperson, Forest Officer, Asst. A waiting list has been prepared for the posts of single cadre of Forest Conservator etc. But due to no provision for preparation of waiting list/25 additional selection results in the service rules of the posts of combined cadre, waiting list is not prepared by the Commission.
In relation to the addition of new posts between the processes of recruitment of various posts
The vacancies are advertised by the commission on the basis of the vacancies mentioned in the requisition received from the government. Therefore, if a timely request is made to the Commission regarding the addition of new posts by the concerned department, then it will be considered by the Commission as per the rules.
Minimum qualifying marks in respect of preliminary screening tests
The requirement of minimum marks in the preliminary/screening examinations was dispensed with by the Commission in order to qualify the required number of candidates for the next stage of examination in the prescribed proportion under various categories. In this regard, on the request of various candidates, the issue of keeping the minimum qualifying marks will again be presented before the Commission for consideration.
Main Exam Score / Cut Off Marks Final Selection
It has been arranged by the Commission that the marks / cut off marks of the examinations whose marks are not added in the next stage examination are broadcasted on the website of the Commission along with the declaration of the result. But the final selection result is declared by combining the marks of the examination with the examination of the next stage, such as Lower PCS. Final selection result is prepared by adding the marks of main examination and interview in Upper PCS etc. In order to ensure confidentiality and correctness in all such examinations, the marks/cut off marks of the main examination are not issued before the next stage of examination i.e. interview. The said system is prevalent not only in the Uttarakhand Public Service Commission but also in all other commissions including the Union Public Service Commission.
Regarding giving bonus marks for wrong question/answer
It is notable that the preparation of question papers for all the examinations is done in a confidential manner only by the subject experts invited by the Commission. But if any adverse situation arises due to any error in the choice/nature of certain questions prepared by the subject experts or wrong answers to the questions, then keeping in view the interest of the candidates, the commission will not allow any candidate to get such wrong questions/answers. There is no loss for the answer, bonus marks are given to all the candidates or equal opportunity is given to all the candidates by increasing the weightage of the question by removing such wrong questions.
Along with this, such subject experts are removed from the panel of the Commission, under which about 33 subject experts have been removed by the Commission so far and to ensure the availability of experienced and reputed subject experts, the Commission has launched an e-portal for experts. has been done by which so far about 266 new subject-experts have been empaneled from across the country. Necessary steps will be taken by the commission to safeguard the interests of the candidates in future also.
